In accordance with mitigation measures listed in the Biological Opinions of the U.S Fish and Wildlife Service and National Marine Fisheries Service after formal Section 7(c) consultation, the FHWA contracted with Watershed Consulting from 1999-2002 to provide the services of a fisheries biologist to monitor the effects of construction activities and assure compliance for the following ESA listed species: spring/summer chinook salmon, steelhead trout, and bull trout.
Presence/absence, including distribution of those ESA listed species and any spawning activity, was monitored through a comprehensive snorkeling effort and redd counts encompassing two streams and a portion of the South Fork of the Salmon River. Weekly reports were distributed to interested agencies including both the USFWS and NMFS, in addition to the Payette National Forest, Idaho Fish and Game, and FHWA offices. Watershed Consulting also prepared a report of findings after two years; Fisheries Investigation Job Completion Report for the Warren-Profile Gap Road #340 Construction / Reconstruction Project, 2001. Other project tasks included madding recommendations on the validity of the in-stream construction window, preparing a briefing package to inform workers about ESA listed species, supervising the turbidity monitoring effort, and making recommendations to the FHWA project engineer on possible ways to improve the mitigation of potential sediment sources from the construction activities.
